About MRC Working Group

A) MRC Working Group Vision:

In order to response the call by State Council and Ministry of Health regarding cracking down of commercial bribery and creating harmonic healthcare environment, standardizing Pharmaceutical Marketing Practices in July 2006. RDPAC as lead of the pharmaceutical industry, and when there was lack of uniform Medical Representative Certification (MRC) system established by the government, we establish the project of MRC is to enhance self regulating of the industry, and take full advantage of the role that medical representatives play in clinical academic promotion.

B) MRC Working Group Mission:

RDPAC took lead to formally implement project of internal MRC certification, in a hope to present a feasible option for the whole pharmaceutical industry regarding the possible entry certification of medical representative, through collection of experience by editing of the textbook, training, establishing of test question database, organizing tests, issuing of certificate and continuing education.

C) MRC project overall status:

1. Scope of tests: 4 sections covering basic medical knowledge, basic pharmaceutical knowledge, code of practices, and industry overview, which are consistent to the training materials;
2. How the tests are done: Computer & LAN based – manually input guidance of test question, questions chosen by computer, and auto checking for answer, without human interference;
3. Quantity of test questions: 150 for each test, with 120 single choice questions and 30 multiply choice questions;
4. Duration of test: 90 minutes;
5. Sites of tests: 20 locations throughout of 16 cities in China;
6. Number of participant in the tests: as of end of July 2009, total of 22,151 MRs from 35 member companies took the test, with 18,327 passed the test, this is a passage rate of 82.7%.

D) Key Issues and challenges:

1.   Organize the routinely training and test for member companies’ MR and issue the certificate to the MRs who pass the exam;
2. Establish and improve the continuing education after MR’s obtain the certificate;
3. Continue with training and test for those MR’s of member companies that have not taken the training or test;
4. Establish and perfect the cancellation system of the certificate when the MR violated the Code of Pharmaceutical Marketing;
5. List medical representative as new occupation in the list of PRC Grand Classification of Occupations;
6. Promote this project into the whole pharmaceutical industry as the professional certification within the industry.
