About HCP Working Group

A) HCP Working Group Mission:

The RDPAC HCP WG is committed to influencing Chinese healthcare policy by engaging all stakeholders for the benefits of Chinese patients, R&D based pharmaceutical industry and whole society.

B) Charter:

The RDPAC HCP WG will:

1.Coordinate and advocate RDPAC position on common healthcare policy issues important to R&D based pharmaceutical industry by leveraging the stakeholder network and expertise of all member companies and sister organizations.

2.Initiate and manage policy research projects by leveraging international experience of member companies and sister organizations with the objective of harmonizing Chinese healthcare policy with international practices.

3.Serve as a clearinghouse to share information and knowledge among member companies.

C) Focusing area:

The priorities of HCP WG each year will be proposed by RDPAC director, agreed by HCP Core Group and approved by EC sponsor on a date to be defined by EC. The RDPAC HCP WG will focus its efforts on four key areas in 2009:

1.Pricing – to ensure a consistent, predictable pricing policy that rewards innovation and high quality.

2.Reimbursement – to advocate a timely reimbursement list update mechanism for better and faster patient access to innovative drugs.

3.Bidding – to urge a national wide uniform bidding practice complying with the principle of  "Quality First and Price Reasonable"

4.EDL – to shape an essential drug policy in order to meet both the short-term and long-term goals through a reasonable pricing, financing and utilizing scheme.

D) Organization and Structure:

EC Supervisors: One EC supervisor is assigned to HCP WG and each of its three sub-WGs. EC supervisor will serve as a champion of the WG or sub-WG to set directions, seek EC approval of projects and budgets, and motivate input/participation of all member companies.

James Liu, Executive Committee (EC) member and Managing Director of RDPAC currently serves as EC champion for HCP WG. Ahmet Esen, James Deng and Yin Xudong serve as EC champion for Pricing Sub-WG, Reimbursement Sub-WG and EDL taskforce respectively. James Liu tentatively serves as EC champion for Bidding Sub-WG before a GM or EC is appointed to take this role.

Core Group: HCP WG and each of its three Sub-WGs has established its Core Groups, which consists of 8-12 directors or managers with each representing one (1) company, and which routinely convenes and makes decisions/proposals, as appropriate, on the projects or action plans undertaken by the HCP WG. Core Group is the decision making body. All key decisions on budget, project and etc need to be made by Core Group and then submit to EC supervisor for seeking EC approval if necessary. Core Group member is allowed to send a deputy to Core Group meeting in his/her absence, but this deputy does not have voting right.

Non-performing Core Group members will be removed as suggested by RDPAC director and approved by EC supervisor at the beginning of each calendar year. When a position opens on the Core Group, candidates will be recommended by the RDPAC Director and approved by EC supervisor.

HCP WG and Sub-WG: In principle, each and every Member Company should assign at least one (1) representative to the HCP WG and its each Sub-WG. WG or Sub-WG is the platform to disseminate and implement decision made by Core Group.

Taskforce: An ad hoc taskforce may be established for a special project or issue per the recommendation of Core Group and approval of EC.

RDPAC Director: One RDPAC director will be assigned to lead HCP WG or its sub-WGs. He or she will drive the WG or Sub-WG under the supervision of EC supervisor and the consultation of Core Group.

Huang Juhui is driving HCP WG. Vivian Chen is driving Pricing Sub-WG and Reimbursement Sub-WG. Charles Xie is driving the Bidding Sub-WG and EDL taskforce.

Sub-WGs under the HCP WG:At the request of a RDPAC director or a general manager of a RDPAC member company, a Sub-WG or taskforce can be established or dismissed with the approval of HCP Core Group and EC sponsor. HCP WG currently has below Sub-WGs and taskforces.

1.Pricing Sub-WG – Pricing experts of member companies.

2.Reimbursement Sub-WG – Reimbursement experts of member companies. 

3.Bidding Sub-WG – Commercial Directors and other bidding experts of member companies. 

4.EDL Taskforce – Government Affairs Directors and pricing or reimbursement experts of member companies.
